Recently, the Ministry of Industry and Information Technology issued the [Ministry of Industry and Information Technology No [2021] No. 129] on strengthening and regulating the 2400-2483.5MHz, 5150-5350MHz and 5725-5850MHz frequency bands (hereinafter referred to as the 2400MHz, 5100MHz and 5800MHz frequency bands respectively) (hereinafter referred to as the "Notice"), in order to let everyone have a deeper understanding of the "Notice", the relevant content is interpreted as follows:

1. Compared with previous documents, this notice has made the following eight changes:

1. In the previous document requirements, it is stated that 2400MHz is only used for fixed, mobile, and radio positioning radio services in Mainland China; 5100MHz is only used Aeronautical radio navigation, satellite fixed (surface-to-air), mobile (except aeronautical mobile), satellite earth exploration (active), radio positioning, space research and other radio services in Mainland China; 5800MHz is only used for radio positioning, fixed, mobile, etc. in Mainland China

The "Notice" re-explains the division of the 2400MHz, 5100MHz and 5800MHz frequency bands. Among them, the 2400MHz and 5800MHz frequency bands can now also be used for satellite fixed, satellite earth exploration, satellite radio determination, space research and other radio services, and emphasizes any radio stations and equipment shall not occupy or use these three frequency bands exclusively.

2. In the description of the mobile or fixed service radio frequency division corresponding to the 5800MHz frequency band, the use of Bluetooth technology equipment has been deleted. According to the current documents, the 5800MHz frequency band will not be used as the frequency band for Bluetooth technology equipment.

3. Added the requirements of the IPv6 protocol. It is required that "wireless LAN devices with the function of public network IP address allocation should support the IPv6 protocol and enable the IPv6 address allocation function by default."

4. New regulations have been established for the use of radio stations (stations) in the 5100MHz frequency band. It is stipulated that relevant satellite earth stations should set up obvious signs at road junctions within 3km, prompting that the installation and use of radio stations (stations) in the 5100MHz frequency band are prohibited.

5. When a radio station with a radio station license receives interference, the handling method is modified to be more rigorous and standardized, and the solution is coordinated in accordance with rigorous principles.

6. New calculation methods for the synthetic antenna gain, equivalent isotropic radiation power, and equivalent isotropic radiation power spectral density of each frequency band have been added.

7. Improve the emission limit of unwanted signals. In order to achieve frequency compatibility and coexistence with radio systems such as 5G, Beidou, and Internet of Vehicles in adjacent frequency bands, full consideration is given to industrial realization capabilities and radio interference protection.

8. Various technical requirements for interference avoidance such as "pre-launch search", "monitoring and avoidance", and "equivalent occupancy rate" for radio transmission equipment have been added to improve the anti-interference ability of related radio transmission equipment.

In general, the technical modification of the product is more scientific and more realistic, but at the same time it also has higher requirements for the anti-interference ability of the product and the compatibility and coexistence between frequency bands.

2. What is the impact on our certification process?

The Ministry of Industry and Information Technology issued new requirements for SRRC certification for 2400MHz, 5100MHz, and 5800MHz products. The new requirements will be implemented in 2022. For our most common Bluetooth/WIFI products, the "Notice" adds the adaptive test in the CE certification. The test environment is complicated to build, the one-time pass rate is low, and the rectification rate is high. This is important to the certification process of our products of this type. Is to increase the difficulty. BTL can provide customers with CE-certified adaptive testing, and will do a local pre-scan test before the product is sent for testing, which greatly improves the probability of passing the test and saves valuable time and cost for customers' products.

For the certification process of radio stations (stations), the issuance of the "Notice" simplifies the administrative licensing process. It only requires that outdoor radio stations (stations) with higher power levels are set up and used in the management agency which the provinces, autonomous regions, and municipalities where they are located applies for a radio station license. and others do not need to obtain a radio station license.
