The General Office of the State Council issued the announcement "[2022] No. 31" on September 23, 2022, which adjusted the Mandatory list of CCC and CTA. Basing on this documents, Relevant Certificate Body also followed up with a related announcement. Here we summarized following information for reference.

New Adjustment of mandatory control list

On September 23, 2022, the General Office of the State Council issued Document No. [2022] 31, which adjusted the mandatory control list of CCC and CTA. Details as follows:

Attachment 1

Adjustment List of CCC Mandatory Product Certification Catalog

1.      Products no longer subject to mandatory certification (9 types):

•Single and multiple active speakers with a total output power below 500W (RMS) (0801)
•Audio power amplifiers (0802)
•Various forms of audio and video recording, playback, and media player devices (including CDs, tapes, hard drives, etc.) (0805, 0812)
•Electronic organ (0813)
•Cordless telephone terminals (1604)
•Data terminals (1608)
•Multimedia terminals (1609)
•Intrusion detectors (1901)
•Burglar alarm controllers (1902)

2.      Products included in mandatory certification (2 types):

•Lithium-ion batteries and battery packs used in electronic and electrical products, 

as well as mobile power sources

CCC-related Regulations Update

1.    GB/T9254.1-2021

GB/T9254.1-2021” Information Technology Equipment, Multimedia Equipment, and Radio Receivers-Part 1” Emission Requirements has been published on December 31, 2021 and come into force on July 1, 2022. This regulation will replace GB/T 9254-2008 and GB/T 13837-2012. From July 1, 2022, all new application should follow the new requirements.

2.    GB 4943.1-2022 

GB 4943.1-2022 "Audio, Video, Information Technology, and Communication Technology Equipment- Part 1: Safety Requirements" has been published on July 19, 2022 and come into force on August 1, 2023, meanwhile replacing GB 4943.1-2011 and GB 8898-2011. 

From September 26, 2022, to July 31, 2023, companies can voluntarily choose between the new and old versions of the standards for certification. Starting from August 1, 2023, certification bodies will no longer issue old version standard certification certificates. The conversion between old regulation and new regulation must be done before July 31, 2024. All those certificates with old regulation will be suspended after July 31, 2024 and revoked after October 31, 2024 automatically.

3.    GB 31241-2022 

GB 31241-2022 "Safety Technical Specification for Lithium-ion Batteries and Battery Packs for Portable Electronic Products" was published on December 29, 2022 and will be implemented from January 1, 2024, meanwhile replacing GB 31241-2014. 

Transition period：From March 1, 2023 to December 31, 2023, companies can voluntarily choose to certify according to the new version or old version of the standard. Starting from January 1, 2024, certification bodies will issue the certificates with new regulation only. All the conversion between old regulation and new regulation must complete before December 31, 2024 otherwise certificates will be suspended, if not completed before March 31, 2025, certificates will be revoked.

4.    GB 17625.1-2022 

Electronic products and safety accessories (08/09), lighting appliances (1001/1002), household and similar equipment (07) mandatory product certification standards GB 17625.1-2022 "Electromagnetic Compatibility Limits Part 1: Harmonic Current Emission Limits (Equipment Input Current ≤ 16A per Phase)" was issued on December 29, 2022, and will be implemented on July 1, 2024, meanwhile replacing GB 17625.1-2012. From April 4, 2023 to June 30, 2024, enterprises can voluntarily choose to apply for certificates in accordance with the new version of the standard or the old version of the standard. From July 1, 2024, the certification center will no longer accept and issue the old standard certification certificate. The conversion of all old standard certificates should be completed before June 30, 2025, otherwise, the certification center will suspend the old standard certification certificates; if the conversion of the certification certificates has not been completed on September 30, 2025, the certification center will revoke the old standard certification certificates.

SRRC (State Radio Regulatory Commission) News

The Ministry of Industry and Information Technology (MIIT) issued Notice No. [2021] 129 on October 13, 2021, titled "Notice on Strengthening and Regulating the Radio Management of 2400MHz, 5100MHz, and 5800MHz Frequency Bands." Starting from October 15, 2023, they will no longer accept new or extensions applications as well as any changing applications by using old standards for the 2400MHz, 5100MHz, and 5800MHz frequency bands. Previously certified old standard equipment/modules can submit a change application with a self-test or third-party report to update their certificates before October 15, 2023 (the laboratory must have CMA qualification and have the ability to test No. 129). Certificate with new standard is valid for 5 years and the old standard certificates expire on December 31, 2025.

CTA (China Telecommunications Accreditation) News

1.The Ministry of Industry and Information Technology (MIIT) issued Circular No. [2023] 14 on January 17, 2023, titled "Notice on Several Reform Measures for the Telecom Equipment Network Access License System." This measure will be implemented from March 1, 2023. 

Main specific measures include:

① Adjustment of the telecom equipment catalog: The MIIT will no longer accept and approve new network access license applications for 35 types of telecom equipment, including fixed-line telephone terminals, cordless telephone terminals, group phones, fax machines, modems (including cards), wireless pagers, ISDN terminals, multimedia terminals accessing mobile communication networks, frame relay switches, ATM switches, call center equipment, etc. Satellite Internet equipment and function virtualization equipment will be included in the network access license management.

② Streamlining and optimizing testing items. Smaller testing items such as mobile phone environmental adaptability, power supply reliability, etc., which are related to telecommunications security and interconnection in the pre-testing link have been cancelled. Update the test standards for network access certification in a timely manner, and dynamically adjust the technical specifications for network access testing. Qualified testing institutions should carry out network access testing activities in strict accordance with relevant telecommunication standards and technical specifications, and reduce the charging standards accordingly according to the verification and reduction of testing items.

③ Announced that will shorten the time for certification approval, and promises to complete the review within 15 working days from the date of acceptance and make a decision of approval or disapproval.

④ The validity period of the network trial approval document has been uniformly adjusted to 2 years.

⑤ Implement family management of telecommunication equipment products. For telecommunications equipment that has obtained a network access license, if need to add a licensed holder, change an entrusted manufacturer (ie OEM), or make technical and appearance changes that will not impact to the main functions and core components, the licensed holder could fill in the relevant information through the online government service platform of our Ministry in a timely manner, without re-conducting network access testing or applying for network access permits. In case of any change in the contents of the network access permit, the license holder shall go through the formalities for changing the permit information in accordance with the regulations.

2.    On December 29, 2022, the compulsory national standard GB 21288-2022 "Exposure Limits of Electromagnetic Radiation for Mobile Communication Terminals" was officially released. This standard will be implemented on January 1, 2024, replacing the standard GB 21288-2007.
