A draft amendment to the unified list was prepared by the Ministry of Industry and Trade of the Government of the Russian Federation. They intend to add electric personal mobility devices (electric scooters, electric skateboards, hoverboards, segways, unicycles and similar devices) with HS codes from 8711 60 900 0, from 8711 90 000 0, as well as electric motors for general industrial use with a power from 1 to 400 kW with HS code 8501 they plan to include in the unified list of products subject to mandatory certification. According to the explanatory note to the document, these products pose an increased risk to the health and life of consumers, therefore it is advisable to introduce mandatory certification for them. This draft amendment to the unified list was submitted for public discussion until February 28, 2024.
As for electric motors, they are currently included in the scope of the technical regulations “On the safety of low-voltage equipment” (TR CU 004/2011) as “electrical equipment intended for use at a rated voltage of 50 to 1000 V (inclusive) alternating current and from 75 to 1500V (inclusive) DC.” The technical regulations establish requirements for the safety of electric motors, but do not impose mandatory requirements for operational characteristics and energy efficiency indicators.
Parts of Unified list of products subject to mandatory certification as follows:
1. Electricity：Electrical energy in general purpose electrical networks of alternating three-phase and single-phase current with a frequency of 50 Hz
2. Light petroleum products. Alternative fuels：Ethanol motor fuel for automobile engines with positive ignition. Benzanols
3. Solid hydrocarbons (petroleum and shale)：Solid petroleum paraffins
4. Natural flammable gas and supplied to main gas pipelines, artificial gas, gas condensate, helium：Compressed natural fuel gas for internal combustion engines
5. Thermoplastic pipes and pipeline parts：Polyethylene pressure pipes (for cold water supply and pressure sewerage) etc.
6. Pipeline fittings：Ball valves made of brass
7. Products made from polymer composites for construction purposes：Composite polymer reinforcement etc.
8. Cement：Portland cement, aluminous cement, Slag cement, supersulphate cement and similar hydraulic cements, whether or not colored, prepared or in the form of clinkers
9. Heating radiators and heating convectors（cast iron, steel）
10. Braided sleeves
11. Steel ropes
12. Conveyor (conveyor) belts
13. Specialized equipment and materials：Personal protective equipment (armored clothing)
14. Air conditioning equipment：Air purification filters
15. Civilian and service weapons and their parts
16. Products structurally similar to weapons
17. Cartridges, parts of cartridges and projectile equipment for civilian, service weapons and products structurally similar to weapons
18. Instruments for non-destructive quality control of materials and products
19. Mining equipment. Normal mine electrical equipment
20. Power cables for non-stationary installation：Power cables for non-stationary installation for voltages over 1 kV (except for cables for underground and open-pit mining) etc.
21. Equipment for applied sports：Bows, sabers, swords etc.
22. Construction products made of concrete
23. Sealants
24. Cast iron pipes and pipeline parts
