The GB 21520-2023 "Limiting Values and Energy Efficiency Grades for Display Energy Efficiency" released on May 23, 2023 will be implemented and replace the GB 21520-2015 (old version standard) from June 1, 2024. At the same time, the China Quality Certification Center (CQC) has revised the certification rules CQC31-452629-2016 "Computer Display Energy Conservation Certification Rules" related to this standard, involving subcategory number 701008.

The main changes in the revision of GB 21520-2023 regulations are as follows:

1) Modified the product name and scope of application, and changed the computer monitor to a monitor in the product name; Added organic light-emitting diode (OLED) displays and integrated light-emitting diode (LED) display terminals in terms of display methods; In terms of power supply, DC powered displays have been added; In terms of product usage, commercial displays have been added.

2) Added normative reference document SJ/T 11141 SJ/T 11281、IEC 62087-2:2015、ITU-R BT.2100。

3) Added "LED integrated display terminal", "working state", "working state power"; Changed the terms and definitions of "off state", "sleep state", and "energy efficiency"; Removed the terms and definitions of "energy-saving evaluation value", "high-performance display", and "standard display".

4) The energy efficiency level of computer displays has changed the energy efficiency requirements for LCD displays at all levels, added the energy efficiency level requirements for OLED displays and LED integrated display terminals, and added the judgment requirements for high-performance LCD displays, high-performance OLED displays, and high-performance LED integrated devices. This item needs to be supplemented with differential testing. In principle, the same application unit should select at least one sample for energy efficiency testing.

5) The energy efficiency limit for OLED displays and LED integrated display terminals has been increased.

6) The sleep state power and off state power limits of the monitor have been modified. The sleep state power test results and off state power test results of the original report should be verified according to the new standard 5.3/5.4, and additional tests should be conducted if necessary.

7) Appendix A: Revised the energy efficiency testing method for displays. In principle, the same application unit should select at least one sample for energy efficiency testing. If necessary, supplement sleep state power and off state power tests. Appendix B/C: Revised the judgment criteria for high-performance displays, modified Appendix B high-performance LCD display performance testing methods, and added high-performance OLED display performance testing methods; Added Appendix C High Performance LED Integrated Machine Display Performance Testing Method. This item requires additional differential testing. In principle, the same application unit should select at least one sample for Appendix B horizontal perspective, inherent resolution, NTSC color gamut coverage, refresh rate, and HDR peak brightness testing to re determine whether it is a high-performance display.

8) Revised the list of key components for the display.

The relevant requirements for implementing the new version of the certification rules are as follows:

1) Starting from June 1, 2024, CQC will no longer issue old standard certification certificates.

2) For enterprises with valid certificates of old standard certification, they can submit an application to CQC for the conversion of new standard certification. The conversion of old standard certification should be completed no later than May 31, 2025.

3) For certified products that have been manufactured, put on the market, and are no longer in production before June 1, 2024, there is no need for certificate conversion.
