The Brazilian National Telecommunications Agency (ANATEL) has issued a new version of its test standard for cell phone chargers, Act 5155/2024, which comes into force and is mandatory on October 14, 2024, with the old Act 3481/2019 being revoked simultaneously.

The main changes in the new regulation Act 5155 are as follows:

1. addition of section 3.1.12 Reference standard ABNT NBR IEC 60068-2-31:2022: Environmental tests - Part 2-31;

2. add section 3.1.13 ANATEL for cell phone batteries and chargers to identify the security seal process;

3. section 6.1.1.2 ESD requirements for car chargers have been improved, ESD must now comply with ISO 10605/2008, clause 8.3, simplifying the electrostatic discharge level to 6 kV for contact discharge and 8 kV for air discharge, and removing the requirements for 2 kV and 4 kV for contact discharge, and 4 kV and 6 kV for air discharge;

4. chapter 6.1.2.1 For on-board chargers, according to ISO 7637-2/2004, the surge and transient immunity test now only needs to be applied to pulses 2a, 3a and 3b, removing the requirement for pulse 2b;

5. Chapter 7.2.1, for the wall plug electrical safety test, adds the requirement for a minimum sample size of 22 to ensure a stable evaluation procedure;

6. chapter 7.2.2, which requires 1 sample to be evaluated for overheating protection and for protection against electric shock under normal and overvoltage conditions;

7. chapter 7.2.5, from January 1, 2025, cell phone charger pins are required to comply with the Brazilian local standard ABNT NBR NM 60884-1/2010, item 9.1 (Plugs and sockets for domestic and similar use) and Annex A of ABNT NBR 14136/2012 (Plugs and sockets for domestic and similar use with an AC current of 20A/250V) gauge. plugs and sockets) gauge requirements;

8. adding section 7.2.6 which describes in detail the requirements for condition testing of chargers under normal conditions of use, including mechanical strength, electrical and thermal stresses. Requirements for the charger socket to be evaluated for plugging and unplugging safety for 1000 connection and disconnection cycles at a frequency of 30 position changes per minute and for withstand voltage of 2000V for 1 minute after the connection/disconnection cycle, with the requirement that no current leakage occurs.

9. Section 7.2.7 is added to supplement the assessment of the mechanical strength of chargers including free fall, impact, compression, traction and abrasion test samples.
