Recently, our IA Department received an urgent notice from our Russian partner regarding sample requirements.

Due to the severe war situation between Ukraine and Russia, Russian certification authorities have relaxed the requirements for sending samples. However, starting from October 1, 2024, Russia will introduce new systems GTD (Customs Goods Declaration System) and FSA (Federal Customs Service System). Therefore, in the future, all EAC CoC (Certificate of Conformity) cases must submit samples for testing in accordance with regulations.

In order to help you successfully complete this process, the specific instructions here are as follows:

First, the updated process of EAC CoC projects is as below:

1. Case opening: The customer provides initial information for case opening.

2. Draft issuance: We will provide you with a draft certificate.

3. Draft confirmation: Please confirm and check the contents of the draft certificate.

4. FSA registration in Russia: The case will be registered with FSA in Russia.

5. Notification of sample delivery from Russia: Russia will issue a sample delivery notification locally. You will need to wait for notification before sending samples (it will be notified after the draft is confirmed and registered, and then samples can be sent out).

6. Samples delivery: Customers send samples to designated testing institutions according to the notification.

7. Waiting for the certificate to be issued: After the sample test is completed, the EAC CoC certificate will be issued based on the test results.

Instructions for sending samples

Samples must be sent through formal customs declaration, and the customs declaration GTD file should contain:

1.         Manufacturer's name: must be exactly the same as the model listed in the certificate;

2.         Product identification information: The brand, model or article number must be exactly the same as the model listed in the certificate;

3.         Declared quantity: required sample quantity;

4.         Customs declaration: The sample must be cleared through customs in the name of "sample for testing" and clearly marked on the customs declaration form;

5.         Customs code 64 (samples for testing);

* It is acceptable to put samples from multiple cases in the same package and use the same customs declaration, but the information in the customs declaration must also comply with all the above principles.

*Please note: Customs GTD documents must be provided for shipping, otherwise the shipment cannot be sent smoothly.
