On Dec 16, 2024, The Instituto Federal de Telecomunicaciones of Mexico (IFETEL) classified the frequency bands of the frequency band 64-71GHz as free spectrum that can be used by any interested person without the need for a concession or authorization from Institute. On the second day, IFETEL published this agreement and issued the technical conditions for the operation of the band in the Official Gazette of the Federation (DOF).

The technical operating conditions permitted in the frequency band 64-71GHz are as following:

1. Devices, equipment or products operating in the frequency band 64-71 GHz must be approved in accordance with the articles established in Title Thirteen of the Federal Telecommunications and Broadcasting Law, as well as with other applicable regulatory and administrative provisions.

2. The EIRP measured during the transmission interval, shall not exceed the values limited.

3. Point-to-point fixed radio relay transmitters located outdoors shall operate with an average EIRP not exceeding 82dBm and a maximum EIRP not exceeding 85dBm. In cases where the antenna gain is less than 51dBi, 2 dB must be subtracted from the average IRP and the maximum EIRP, for each dB that the antenna gain is less than 51dBi, without it being necessary to reduce the average EIRP and the maximum EIRP below 40dBm and 43dBm respectively.

4. Field disturbance sensors shall not exceed a peak transmitter output power of -10dBm and a maximum EIRP of 10dBm.

5. Any other system, device, equipment or station not considered in paragraphs 2.1.3 and 2.1.4, including PaM systems, wireless access systems, DRCA, among others, shall operate with an average EIRP not exceeding 40dBm and a maximum EIRP not exceeding 43dBm.

6. Peak Transmitter Output Power:

a) Devices other than field disturbance sensors that use an emission bandwidth greater than 100 MHz shall not exceed 500mW. Depending on the gain of the antenna, it may be necessary to decrease the peak output power of the transmitter in order not to exceed the EIRP limits established in the previous paragraphs.

b) Devices other than field disturbance sensors that use an emission bandwidth of less than 100 MHz must limit the peak output power of the transmitter of the device, equipment or station to the result of multiplying 500mW by its emission bandwidth in MHz, divided by 100 MHz.

7. The use of the frequency band 64-71 GHz must comply with the provisions on the protection of human beings from non-ionizing radiation emitted by the Institute.

IFETEL also stated the general restrictions, such as Within the scope of this Agreement, the operation of systems, devices, equipment or stations used on satellites in the frequency band 64-71 GHz is prohibited.

This frequency bands 64-71 GHz may not be used for the operation of radio links that cross the country's borders.

Therefore, the devices, equipment or products, including high-data-rate fixed point-to-point and point-to-multipoint communications systems, fixed object detection and tracking systems. motion cameras (e.g., fixed field disturbance sensors), short-range radio communication devices (DRCAs), multi-gigabit wireless access systems (MGWS), and low-latency wireless access systems, such as Wi-Gig, and other wireless local area network (WLAN) applications, among others, which operating in the frequency band 64-71 GHz, must be operated under the Technical operating conditions of this agreement.
