To strengthen the quality supervision system for electronic consumer goods, the Ministry of Industry of Indonesia recently issued Ministerial Regulation No. 75, announcing the mandatory national standard certification for audio and video products. According to the regulation, starting from the publication of the new rule, all audio and video equipment circulating in Indonesia, whether domestically produced or imported, must pass the SNI IEC 62368-1:2014 safety standard certification.

A. The new regulation includes the following five categories of mandatory certified products:

   1. Television

      - Applicable products: Includes Liquid Crystal Display (LCD) TVs and Cathode Ray Tube (CRT) TVs, with a maximum screen size of 55 inches.

      - Inapplicable products: Includes OLED, QLED, QNED, and Mini LED TVs.

      - HS Codes: 8528.72.91, 8528.72.92 (part), 8528.72.99 (part)

   2. DVD/Blu-ray Players

      - Applicable products: Independent DVD and Blu-ray players, including DVD/Blu-ray combination devices, but excluding players embedded in other electronic devices.

      - HS Codes: 8521.90.19 (part), 8521.90.99 (part)

   3. Car Audio Systems

      - Applicable products: Includes cassette players, DVD players, and other digital audio-video devices.

      - Inapplicable products: Audio systems integrated into imported vehicles are not subject to this regulation.

      - HS Codes: 8527.21.00 (part), 8527.29.00 (part)

   4. Active Speakers

      - Applicable products: Independent active audio devices, excluding those integrated into other products.

      - HS Codes: 8518.21.10 (part), 8518.21.90 (part), 8518.22.10 (part), 8518.22.90 (part), 8518.29.90 (part)

   5. Digital Set-Top Boxes

      - Applicable products: Includes set-top boxes for satellite, terrestrial, and cable TV reception.

      - HS Codes: 8528.71.11 (part)

B. Effective Date and Related Impacts:

Regulation No. 75/2024 will take effect on June 2, 2025. All relevant companies must complete the certification process before the regulation is enforced. For importers, in addition to providing the SNI certification, they must cooperate with customs to check if the HS code classification of the products is correct. If companies fail to comply, their products may be removed from the shelves, and they could face fines or other penalties.
