The Indonesian KOMDIGI has issued Decision No. 45, which clearly specifies the technical requirements for mobile communication devices based on the Global System for Mobile Communications (GSM) standard and International Mobile Telecommunications-2000 (IMT-2000) standard, along with related technologies.

According to the decision, starting from August 18, 2025, all GSM or IMT-2000 mobile communication devices manufactured, assembled, or imported in Indonesia for sale and use must meet the specified technical requirements. The devices covered by this decision include base stations, subscriber stations (user terminals), and signal repeaters.

 The specific content of the decision includes: 

◆  Technical Standards Specifications: The document clearly defines the technical parameter requirements for three types of equipment—base stations, subscriber stations, and repeaters—under the GSM and IMT-2000 communication standards. The details are outlined in six annexes, covering aspects such as radio frequency performance, electromagnetic compatibility (EMC), environmental adaptability, power supply requirements, safety specifications, and testing methods, providing manufacturers with a comprehensive technical framework for execution.

◆  Power Supply Requirements: GSM base station equipment must support an AC voltage of 220V ±10% with a frequency of 50Hz ±2%, or use DC power. The equipment should maintain stable performance under different power supply conditions.

◆  Electrical Safety Standards: The equipment must comply with the electrical safety standards set by the International Electrotechnical Commission (IEC) and Indonesian National Standards (SNI), including IEC 60950-1 and IEC 62368-1.

◆  Certification Mechanism: All devices must undergo a formal certification process. For devices tested prior to the decision’s effective date, testing reports can continue to be used for certification as long as they do not conflict with current regulations. However, devices that have conflicting aspects with the current regulations must be re-tested or have their reports updated to meet the new requirements.
