Innovation, Science and Economic Development Canada (ISED) has announced a key regulatory change: starting June 30, 2025, any equipment certification application containing more than one Product Marketing Name (PMN) must be submitted as a Family Certification. Furthermore, multiple PMNs must no longer be listed in a single field.

Summary of Key Changes:

• Multiple PMNs in a single field are prohibited, regardless of separators used.

• Any application containing multiple PMNs is considered a Family Application.

• Each unique combination of HVIN (Hardware Version Identification Number) and PMN must be entered separately as a Product Version (PV).

• Applications violating this rule will be returned for correction and must be re-submitted as a Family Application by the Certification Body (CB).

Policy Basis: RSP-100, Section 9.3

According to the regulation, any product with the conditions below must be submitted under a Family Certification:

• Multiple PMNs for a single HVIN, or

• A single PMN shared across multiple HVINs
  Each product version must contain at least one unique field, such as a distinct PMN.

Non-compliant Situation:

From June 30, 2025, if Any new single or family application containing more than one PMN in a single field will be:

• will be automatically returned to the CB.

• The original application will be refunded.

• A new Family Application must be submitted.

Differences in certification requirements

• It mainly affects the application method, the content of application  documents, and the operation process of the certification body (FCB).

• Because ISED stipulates that when applying for Canadian ISED certification for multiple models/multiple product versions, each model/product version applied for must provide internal and external photos of the product, even if the applicant declares that all models are the same and only the model name is different. Therefore, it is necessary to provide the corresponding products for product photo shooting, which will also increase the operation time.

• Since the 2023 service fee revision, equipment registration is charged at a fixed rate per application, regardless of the number of models (product versions) included. And there is no longer a per-model fee for family applications, so it will not affect the fee amount.
