The Indonesian Ministry of Communication and Digital Affairs (KOMDIGI) has officially issued Ministerial Decree No. 44 of 2025, which stipulates the technical standards that must be followed by amateur radio transceivers manufactured, assembled, imported, or used within Indonesia. The aims are to ensure equipment safety, reduce interference, and align with international communication norms.

This regulation is based on Government Regulation No. 46 of 2021 on “Postal, Telecommunications, and Broadcasting”, which requires telecommunication equipment to comply with technical standards set by the Minister. It also references existing Indonesian and international standards, including IEC, SNI, ETSI, and CISPR specifications.

Scope of Application and Exceptions

All amateur radio transceivers that are produced, sold, or used within Indonesia must comply with the new technical standards.
However, equipment used for research and development, disaster emergency purposes, or non-commercial technical experiments may be exempted.

Power Supply Requirements

• Equipment operating on AC power must function underAC 220V ±10%, 50Hz ±2%and meet all specified parameters.

• If using an external AC/DC converter, its performance must not affect the technical specifications of the equipment.

Electrical Safety Requirements

Must comply with one of the following safety standards: SNI IEC 60950-1:2016, IEC 60950-1, SNI IEC 62368-1:2014, or IEC 62368-1.
Required tests include dielectric strength, leakage current/contact current testing.
A risk-based assessment method may be used, covering energy source identification, classification, protection measures, and effectiveness evaluation.

Electromagnetic Compatibility (EMC) Requirements

Based on usage scenarios, equipment is classified as fixed, vehicular, or portable. If vehicular or portable devices have AC power supply capability, they shall be tested and evaluated as fixed equipment.
Immunity requirements will be implemented through a separate Ministerial Decree.
Emission limits must comply with SNI CISPR 32:2015 or latest version, IEC CISPR 32, or ETSI EN 301 489 series standards:

• Both radiated and conducted emissions must meet the relevant limit tables (distinguished between Class A and Class B equipment).

• Test ports include enclosure ports, DC power ports, AC power ports, and wired network ports.

Certification and Transition Provisions

This decree will take effect on August 18, 2025, replacing the relevant technical requirements for amateur radio transceivers in Director General of Posts and Telecommunications Decree No. 80/DIRJEN/1999.
After implementation, all manufacturing, import, sale, and use of such equipment will be executed in accordance with this standard.
Test reports issued before the effective date may still serve as valid certification documents, provided they do not conflict with the new regulations.

The Minister of Communication and Digital Affairs stated that this new regulation aims to ensure the safety of amateur radio equipment, align with international standards, guarantee orderly spectrum utilization, and promote its role in public service, emergency communications, and technological innovation.
The standard sets clear technical requirements for manufacturers and provides safety and environmental assurance for users.
