Innovation, Science and Economic Development Canada (ISED) released RSS-247 Issue 4 on July 24, 2025, as the latest applicable version o“Digital Transmission Systems (DTS), Frequency Hopping Systems (FHSS) and Licence-Exempt Local Area Network (LE-LAN) Devices”, superseding Issue 3.

This revision primarily provides updates and clarifications regarding frequency band operating conditions, device classification, and testing and documentation practices to improve consistency and applicability of the standard.

During the transition period, certification applications may be submitted in accordance with RSS-247 Issue 3 or Issue 4.

After the transition period, new applications and modifications are required to comply with RSS-247 Issue 4.

·Summary of Key Updates in Issue 4

1. RSS-247 Issue 4 removes the previous restriction applied to the 5600–5650 MHz band, aligning its operating conditions with other 5 GHz sub-bands for licence-exempt devices.

2. Issue 4 provides further clarification on devices utilizing both DTS and FHSS technologies, supporting consistent determination of applicable testing and compliance requirements.

3. Provisions related to directional antenna and antenna array calculations have been removed from RSS-247, with related evaluations addressed under applicable test standards and procedures (e.g., ANSI C63.10).

4. Issue 4 supplements documentation and reporting expectations for devices implementing Transmit Power Control (TPC) to support consistent review.

5. For the 5150–5250 MHz and 5250–5350 MHz bands, Issue 4 clarifies indoor use conditions and supplements labeling and documentation requirements related to unwanted emissions.

Applicability to Existing Products and New Applications

·Existing ISED-certified products do not require immediate re-certification if no design or functional changes are involved

·For design changes, C2PC filings, firmware updates, or additional operating bands, applicability of Issue 4 should be assessed based on the specific change

·New product developments or new certification applications are recommended to follow RSS-247 Issue 4
