On November 13, 2025, the Vietnamese Ministry of Science and Technology (MoST) officially issued Circular No. 29/2025/TT-BKHCN, replacing the previous Circular No. 02/2024/TT-BTTTT, making significant updates to the compliance requirements for telecommunications equipment and technology products entering the Vietnamese market. The new regulations will take effect on December 31, 2025, with several specific technical requirements to be enforced in phases.

The main updates are summarized below:

I. Phased Implementation of SAR Requirements: 

Mobile phones must comply with the new standard QCVN 134:2024/BTTTT regarding Specific Absorption Rate (SAR) from July 1, 2026. The mandatory SAR compliance date for DECT cordless phones and RF-enabled tablets and laptops is set for July 1, 2027.

II. Clarified Compliance Requirements for Wi-Fi 6E/7 Devices: 

Wi-Fi 6E and Wi-Fi 7 devices operating in the 5925-6425 MHz band must comply with the type approval and self-declaration requirements based on QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.

III. Relaxed Testing Requirements: 

From July 1, 2025, NFC, RFID, and SRD devices applicable to standard QCVN 55:2023/BTTTT will no longer be required to undergo testing under extreme conditions; testing under normal conditions is sufficient.

IV. Added and Expanded Certification Scope:

1. The TETRA standard for terrestrial wireless relay equipment is updated to QCVN 100:2024/BTTTT, and the NR and E-UTRA mobile communication base station equipment standard QCVN 133:2024/BTTTT is added.

2. Industrial computers/industrial PCs (Customs Code: 8471.41.90) are added to the list of products subject to the Declaration of Compliance (SDoC).

BTL reminds customers with needs in the Vietnamese market to check whether new products fall within the scope of the newly added mandatory certifications according to the new regulations, and to pay attention to the phased mandatory certification period of SAR, so as to prepare for compliance for new products entering the Vietnamese market. Products that have already been certified can continue to be sold within the certificate's validity period. However, it should be noted that if hardware modifications are made to the product that involve regulatory changes, recertification may be required. Compliance planning under the new standards should be prepared in advance for the iteration and upgrade of existing products.
