On October 20, 2025, Innovation, Science and Economic Development Canada (ISED) issued Notice 2025-DRS0007, offering compliance benefits to electronic device manufacturers. Eligible products may now undergo simplified Specific Absorption Rate (SAR) testing procedures. However, companies must precisely grasp the policy boundaries to avoid compliance risks.

‌I. Testing Exemption Conditions (All Must Be Met) ‌

1‌. Basic Testing Requirements‌

　The device has been tested at 5 mm or less for 1g body SAR.

2‌. Frequency and Parameter Limitations‌

　Operating frequency below 6 GHz.

　The same power levels and tune-up tolerances are applicable for the body and extremity / limb use-cases.

　The RF exposure technical brief shall include a description demonstrating how all the requirements above are satisfied.

‌3. Exemption Scope‌

　Testing at 0 mm for 10g extremity / limb SAR becomes optional provided that all the above conditions are met.

‌II. Exceptions Ineligible for Exemption‌

‌1. Head-Proximity Calls‌

　Hand exposure during next-to-head voice calls as described in section 5.10 of RSS-102.SAR.MEAS. 

‌2. High-Frequency Devices (Above 6 GHz)‌

‌　Testing Requirement‌: Must comply with Absorption Power Density (APD) limits; this exemption policy does not apply.

The strict requirements for these scenarios reflect ISED’s balance between "streamlining procedures" and "ensuring safety." Misjudging the applicability may lead to product launch delays.

Overall, the new regulation reduces compliance costs and accelerates time-to-market for manufacturers. However, the "convenience" hinges on a precise understanding of policy details. Companies are advised to conduct a comprehensive assessment of product use cases and frequency parameters before applying the exemption. If necessary, cross-reference against standard clauses to ensure full compliance.
