New Energy Efficiency Regulations for Microcomputers Take Effect, with Strengthened Industry Supervision
The energy efficiency label regulation for microcomputers, Limited Values of Energy Efficiency and Energy Efficiency Levels for Microcomputers (GB 28380-2025), replaces GB 28380-2012. The newly released Implementation Rules for Energy Efficiency Labels of Microcomputers replaces the original implementation rules with the code CEL 027-2016.

[Alert] FCC certification halted amid U.S. government shutdown
Due to a partial lapse in federal government funding, the FCC has suspended most operations effective 12:00 AM EDT on October 1, 2025. This includes the FCC website and certification body access to the FCC EAS system (which includes the following system functions: querying historical FCC ID certification records, viewing FCC-approved test laboratory information, applying for FRNs and GCs, key data sheets (KDBs), and uploading and issuing certificates within the FCC). Therefore, FCC certificates cannot be issued during this period. As of today, this has not yet been resumed, and the specific resumption time is subject to further notification from the FCC.

Canada DFS testing will use the new ETSI standard
On September 10, 2025, Innovation, Science and Economic Development Canada (ISED) issued Notice 2025-DRS0006, proposing to designate ETSI EN 301 893 V2.2.1 (2024 - 11) as the specified method for Dynamic Frequency Selection (DFS) testing, aiming to enhance the technical standardization and compatibility of relevant equipment. ISED recommends a six-month transition period, during which enterprises may choose to use either the old or new ETSI standard; after the transition period, new certifications must adopt the new standard.

Major Update to Brazil's Telecom Regulation: Mandatory Certification for Data Centers and Joint Liability for E-commerce Platforms
Brazil's telecommunications regulator, ANATEL, issued new regulations in 2025. Key elements include: for the first time, mandatory certification for data centers; clarifying that e-commerce platforms bear joint liability for the sale of non-compliant products; significantly expanding the scope of non-compliant behaviors (including advertising and display); and strictly restricting the use of refurbished equipment. The new regulations will take effect in phases in August and December 2025.
