Certification procedures and application documentation requirements for controlled telecommunications radio-frequency devices.

Certification Procedures

 
Applications for certification of controlled telecommunications radio-frequency devices are classified by intended use as either for sale or for self-use. Certification procedures for devices intended for sale include Type Approval, Declaration of Conformity, Simplified Declaration of Conformity, and Individual Approval, as described below.

Type Approval
A domestic natural person, legal entity, unincorporated body, or foreign manufacturer shall obtain a test report for the controlled telecommunications radio-frequency device and submit the documents specified in Article 7 to a certification authority or certification body for review. Upon successful review in accordance with the applicable technical specifications for controlled telecommunications radio-frequency devices, a type approval certificate will be issued.

Declaration of Conformity
A domestic natural person, legal entity, unincorporated body, or foreign manufacturer shall obtain a test report for the controlled telecommunications radio-frequency device, declare that the device complies with the applicable technical specifications, and submit the documents specified in Article 8 to a certification authority or certification body for registration. Upon completion of registration, a Declaration of Conformity certificate will be issued.

Simplified Declaration of Conformity
A domestic natural person, legal entity, or unincorporated body shall declare that the controlled telecommunications radio-frequency device complies with the applicable technical specifications, or equivalent requirements, and submit the documents specified in Article 9 to a certification authority or certification body for registration. Upon completion of registration, a Simplified Declaration of Conformity certificate will be issued.

Individual Approval
A domestic natural person, legal entity, unincorporated body, or foreign manufacturer shall obtain a test report, testing report, or proof of origin for the controlled telecommunications radio-frequency device and submit the documents specified in Article 10 to the competent authority for review. Upon confirmation that the device complies with the applicable technical specifications, an approval certificate will be issued.
Categories of controlled telecommunications radio-frequency devices eligible for the Declaration of Conformity or Simplified Declaration of Conformity procedures are announced by the competent authority.

Colour photographs, at least 4 × 6 inches and including a scale, of the equipment sample, external power supply, and accessories. The brand and model number must be clearly legible, and six-view photographs of the equipment sample shall be provided.

At least two colour photographs, at least 4 × 6 inches and including a scale, showing the interior of the equipment sample and the circuit board. Major components on the circuit board must be clearly identifiable.

For a domestic natural-person applicant, identification documents shall be provided. Domestic legal entities, unincorporated bodies, or foreign manufacturers shall provide relevant establishment or registration documents.

Declaration letter or other certification-related information required by the NCC.

Electronic files containing the documents specified in Items 1 through 9.

Series Model Applications

 
A series product refers to an approved controlled telecommunications radio-frequency device or non-plug-and-play radio-frequency module (component) for which the original applicant remains unchanged and which meets either of the following conditions:

The output power, modulation technology, operating frequency, number of channels, circuit-board layout of major components, and other technical or radio-frequency functions remain unchanged; only the antenna, appearance, colour, material, ancillary non-RF functions, power-supply method, accessories, brand, or model number are changed.

The RF hardware remains unchanged, and only firmware or software is used to change the modulation technology or reduce the transmit power, frequency range, bandwidth, or number of channels.

Test Report Requirements

Name and address of the applicant.

Name and address of the testing laboratory.

Unique identification of the test report and identification on each page.
04
Names, brands, and model numbers of the equipment sample, external power supply, accessories, peripheral equipment, test cables, and test fixtures.

Colour photographs, at least 4 × 6 inches and including a scale, of the equipment sample, external power supply, and accessories. The brand and model number must be clearly legible, and six-view photographs of the equipment sample shall be provided. These photographs may be included as appendices to the test report.

At least two colour photographs, at least 4 × 6 inches and including a scale, showing the interior of the equipment sample and the circuit board. Major components on the circuit board must be clearly identifiable. These photographs may be included as appendices to the test report.

Test connection diagrams, test setup photographs, and descriptions. The equipment sample shall be connected to the external power supply, accessories, and peripheral equipment. Where test fixtures or test software supplied by the applicant are required to complete testing, the name and version of such fixtures or software shall be specified. Test fixtures shall be shown in colour photographs of at least 4 × 6 inches including a scale.

Settings for maximum transmit power, frequency, bandwidth, modulation technology, and other relevant parameters under normal operating and test modes. Where the equipment has no normal operating mode at the time of certification, the corresponding normal-mode settings may be omitted.

Name, brand, model number, calibration date, and calibration validity period of the test instruments.

Test items and limits specified in the applicable technical specifications.

Summary of the test results specified in Item 8 and the preceding item, including determination results and test data (including scan plots).

Dates on which testing was accepted and completed.

Antenna summary for the equipment sample, including antenna type, brand, model number, maximum gain, and combinations with the output power of the controlled telecommunications radio-frequency device or non-plug-and-play radio-frequency module (component). Antennas shall be shown in colour photographs of at least 4 × 6 inches including a scale.
External power supplies, accessories, or peripheral equipment not used during normal operation, and test cables, test fixtures, or test software not used during testing, may be omitted from the test report.
