The Eurasian Economic Union (EAEU) has confirmed that TR EAEU 048/2019, the “Regulation on Energy Efficiency Requirements for Energy Consuming Devices,” will officially enter into force on September 1st, 2025 (with certain provisions excluded). This marks a significant elevation in the energy efficiency criteria for products entering the EAEU market.
Under this technical regulation, 18 categories of energy consuming devices must undergo one of the two mandatory conformity assessment procedures before being placed on the market:
Certification of Conformity (CoC): Applicable to products with higher energy efficiency and safety requirements. Requires accredited testing laboratories and factory inspections. Examples include LED lamps, high-intensity discharge lamps (without built-in ballasts), associated ballasts, computers, servers, and external power supplies.
Declaration of Conformity (DoC): Applicable to other regulated devices. Manufacturers or their authorized representatives can rely on their own or third-party lab test data. Examples include refrigerators, freezers, washing machines, dishwashers, vacuum cleaners, electric motors, TVs, pumps, fans, air conditioners, and ventilation equipment.
Although the core regulation has been finalized, some details remain pending, such as the accompanying technical standards list, energy-label design, and test methods—all of which must be approved by the EAEU prior to enforcement. Moreover, many devices are also subject to other EAEU technical regulations, including TR CU 004/2011 (low-voltage safety), TR CU 020/2011 (EMC), and TR EAEU 037/2016 (RoHS restrictions). This layering may impose additional compliance burdens on manufacturers and sellers.
To facilitate industry adaptation, TR EAEU 048/2019 enters a two-year transition period starting September 1st, 2025, during which existing products certified under old standards remain valid. However, by August 31, 2027, all new and existing products must conform to the updated requirements, after which the regulation will be fully enforced.
