Recently, the Ministry of Industry and Information Technology issued the (hereinafter referred to as the ), The issuance of the regulations is to better manage and maintain the order of use of radio frequencies and radio stations (stations),also clarify the inspection methods, inspection contents, inspection procedures, and result handling, etc.. So that the law enforcement behavior in the inspection process can be standardized and based on evidence. There is no doubt that the promulgation of the regulations means that the supervision and inspection of the radio frequency use and in-use radio stations (stations) by the Administration will be further strengthened. For this reason, let us interpret the relevant policy content in the regulations.


The links stipulated in the regulations are similar to the factory inspection links in CCC certification, but the i Censorship Agency, Check Object, Check Method and Check Content are different:

Censorship Agency:The national radio regulatory agencies and the radio regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government and their dispatched agencies are collectively referred to as Radio Regulatory Agencies.


Check Object: Radio frequencies used and licensed, radio stations (stations) in use.


Check Method: Divided into daily inspection and key inspection.

When carrying out routine inspections, radio regulatory agencies shall implement classified inspections, and refer to Annex 3 for inspection frequencies and proportions according to different situations such as the positioning of radio stations (stations) business functions, the degree of impact on other radio services, and the requirements for electromagnetic environmental protection.

Key inspections need to be carried out when it involves matters assigned by higher authorities, organized by the masses, interference complaints, radio monitoring findings, or case clues transferred by other departments.

If the inspection object is found to have violated laws and regulations during the inspection, the management agency needs to increase the inspection frequency in the follow-up daily inspection.


Check Content: For different objects, the inspection content is also different, mainly divided into two categories:

1. Inspection of the use of radio frequencies.

This category of inspection can be further subdivided into three types of inspections for terrestrial radio service frequency use, satellite radio frequency use, and satellite communication network frequency use.

The inspection contents mainly include the verification of the consistency between the parameters stated in the radio frequency use license (radio frequency use license approval document) and the actual emission parameters, and whether the use behavior is standardized, etc. For the specific inspection content, please refer to Annex 1.


2. Inspection of radio stations (stations) in use.

This category of inspections can be further subdivided into three types of inspections for terrestrial radio service stations, space radio stations, and satellite earth stations.

The inspection content mainly includes the verification of the consistency between the parameters stated in the radio station (station) license and the actual transmission parameters, whether the use behavior is standardized, etc. For the specific inspection content, please refer to Annex 2.


The regulation will take effect on May 1, 2022. BTL hereby reminds you to use radio frequencies or radio stations (stations) in accordance with the law, pay attention to the short messages or notices sent by the radio regulatory agency at any time, and prepared to be inspected by the radio regulatory agency.
