On December 31, 2021, the National Standardization Administration released GB/T 9254.1-2021 "Information Technology Equipment, Multimedia Equipment and Receivers Electromagnetic Compatibility Part 1: Emission Requirements" and GB/T 9254.2-2021 "Information Technology Equipment Multimedia Equipment and Receivers Electromagnetic Compatibility Part 2: Immunity Requirements", which will be officially implemented on July 1, 2022. I believe that after reading the full text of the notice, there are still many questions you want to ask about the implementation of the new regulation GB/T 9254.1-2021. Let us interpret it together:
1. About the main differences between GB/T 9254.1-2021 and GB/T 9254-2008

As can be seen from the above table, the impact of the new GB/T 9254.1-2021 standard on the use of GB/T 9254-2008 forensic products is mainly in the change of A-level warnings and the addition of asymmetric mode conducted emission tests for optical fiber ports and antenna ports.Other points of difference are the addition or deletion of some details in the testing process.
2)09/16 product category newly added test items in GB/T 9254.1-2021 standard
Whether it is for 09/16 products that have been certified or not, there are two test items that need special attention when changing versions or new applications:
①When the product is not sold with a power adapter, it needs to be considered according to the “DC power port equipment powered by an AC/DC power converter” in Appendix A, and should be considered as an AC power supply device, and the power converter should be used for measurement.
②When the product has optical fiber ports or antenna ports with metal shielding or tensile components, and the expected optical cable exceeds 3m, it is necessary to add asymmetric (common mode) conducted emission test items. If both fiber ports and antenna ports are present, perform two tests.
3)09/16 Products changes in application materials for certificate renewal
For 09/16 certified products (the certification standard does not include GB/T 13837-2012 and not "sold without adapters") as long as the company promises the following contents, supplementary testing is not required, and the certificate can be directly renewed.

It can be seen from the above table that there are many places where the new GB/T 9254.1-2021 standard needs to supplement the test to the GB/T 13837-2012 standard, So basically it can be confirmed that the products changed from GB/T 13837-2012 to GB/T 9254.1-2021 need supplementary testing. And the new standard also deletes the harassment power test item.
2)08 Category Products new test items in GB/T 9254.1-2021 standard
Because the standard GB/T 13837-2012 standard is mainly for the certification of 08-type products, let's briefly summarize the test differences and requirements of the old and new standard products of 08-type typical products.

Except for the new test items listed in the table above, the power management of category 08 products is the same as that of category 09/16 products. When the product is sold without a power adapter, it needs to be tested according to the relevant requirements in Appendix A.
3. In addition to the differences listed in the table above, there are three points that need special attention in the actual implementation of the new standard!
1)Due to the diversity of products, the specific functions and ports of the EUT should be fully considered to determine the test items. The enterprise can provide the original test report to BTL, and we will help the enterprise determine the required test items and evaluate the corresponding test costs.
2)According to GB/T 9254.1-2021 Chapter 10 "For a multi-function EUT, compliance can be demonstrated by measuring the EUT's emission when the EUT performs all its functions simultaneously, performs each function in sequence, or performs any combination of functions. ”, when the EUT cannot perform all functions at the same time, tests should be carried out in different functions and operating modes.
3)Products sold without a power adapter shall comply with the requirements in Appendix A of GB/T9254.1-2021,Which For a multifunctional EUT, compliance can be demonstrated by measuring the EUT's emissions while the EUT performs all its functions simultaneously, each function in sequence, or any combination of functions. This is mentioned in the comparison of the old and new differences above, and it needs special attention! ! !
4. Special requirements for the power supply when the old and new certificates are changed
Since the new regulations have changed the test requirements for the power supply part, and most of the power supply components in the whole product are certified power supply components, the CQC certification center is roughly divided into the following three cases for the renewal of the certificate of the whole machine:
1) For the whole machine of category 08 products, you need to wait for the internal or external power supply to complete the version change before updating the certificate.
2) For the whole machine of category 09/16 products, as long as the company can promise the following content, it can update the certificate without waiting for the power supply to complete the version change。
Promise Content:
Our company has required the suppliers of key parts to complete the revision of the GB/T 9254.1-2021 standard within the specified time limit. This product application is certified according to the GB/T 9254.1-2021 standard. If the key parts of the product are not changed as required in the follow-up, our company is willing to bear all the consequences of violation.
3) For certified products sold without adapters, According to the resolution of TC10, it is necessary to bring the power adapter to supplement the test when changing the version (preferentially use the adapter provided by the manufacturer, if the manufacturer fails to provide it, use the adapter provided by the laboratory, and specify the provider in the data report), and the power adapter is included in the auxiliary equipment.
5. Factory inspection requirements during replacement of old and new versions
1) Since the deadline for the revision of GB/T 9254.1-2021 has not been released, the inspection team can complete the inspection according to the standards stated in the existing valid certificates during the implementation of the supervision and inspection process.
2) Before the release of the safety GB 4943.1-202X standard, if the certified company has not implemented the work related to the GB/T9254.1-2021 version change, the inspector shall record it truthfully in the supervision and inspection record, and make a note on the attached page of the factory inspection report. Notify the certification company of the requirements for changing the standard version, and will not issue non-conforming items for the time being.
3) For the case that the product certificate has been updated to the new standard, but the report content has not been updated, the factory inspection will complete the inspection based on the content in the original report.
4) According to the requirements of the Standard Law: After the implementation of the new standard on July 1, the products produced and delivered by the factory must meet the requirements of the new standard. Regardless of whether the product certificate is changed or not, the production needs to comply with the requirements of the new standard.
5) At present, the factory inspection and law enforcement requirements vary from place to place. Each manufacturer should pay attention to the sampling inspection requirements of each place and evaluate the risk!
The current implementation plan of ShenZhen is 1) as long as it is produced and shipped after July 1st, it must be tested according to the new standard; 2) if there is no production date, and there is no identification standard number, it must be tested according to the new standard;3) If there is no standard number marked on the production date, the test shall be carried out according to the marked standard;
6. EMC standard version transition problems
1)When is the deadline for the EMC version change?
Due to the approaching time for the version change of GB 4943, the CQC Certification Center has not announced the deadline for the EMC version change for the time being. This is to prevent enterprises from wasting too much resources on the certificate change. When the implementation time of the new GB 4943 regulations is confirmed, the deadline for EMC version change will also be confirmed and announced.
2)After the new standard takes effect, can products produced according to the old version continue to be shipped and sold?
It is recommended that enterprises release the products produced by the old version before July 1.
3)If the change application after July 1 does not involve a certificate change, can the application be made according to the old standard?
It does not involve the change of the certificate, and the change application can be applied according to the old standard.
4)The equipment certificate is sold with an adapter, but the power adapter is still the standard of the old version. Will it affect the replacement of the whole machine? Or must the adapter be replaced before the whole machine can be updated?
You need to change the version of the power adapter first, and then update the version of the whole machine.
5)If the product produced after 7.1 needs to be rectified to meet the new version of the standard, should the version be changed before continuing production?
After July 1, enterprises are responsible for producing products that meet the requirements of the new standard, regardless of whether the certificate is changed or not.
6)For certificates derived from the "ODM certification mode", do I need to wait for the prototype certificate to complete the standard version before changing the version?
Yes.
7)The CCC certificate of the factory derived from the "OEM certification model" has been cancelled. Can I directly apply for a new version?
The OEM derived certificate is independent, not affected by the original certificate, and can be directly changed to a replacement version
