In order to better manage and utilize radar radio resources, ensure the order of radio waves, promote technological progress and industrial development, and at the same ensure public safety and national security, the Ministry of Industry and Information Technology recently issued the "Regulations on Radar Radio Management (Trial)" (No. 22 the Ministry of Industry and Information Technology, hereinafter referred to as the "Regulations"). The "Regulations" will be officially implemented on January 1,2026.
This "Regulation" is the first normative document on radar radio management in China, and its significance is mainly reflected in the following:
Firstly, combined with the actual use of radar in China, the development of technology and the resilience and security of the industrial and supply chains, it includes 9 types of radar in 7 categories below 100GHz, which basically achieves full coverage of the main types of radar in China.
Secondly, itifies the frequency use range and radio technical indicators of various radars, providing clear policy basis for the standardization of the research, production, import, sale and use radar equipment.
Thirdly, it optimizes the coordination procedure of radar radio management, simplifies the approval process, and effectively reduces the burden of users.
Finally, makes clear regulations on radar interference coordination, electromagnetic environmental protection, inspection of in-use stations and equipment management, further standardizing radar radio management and ensuring the safety of the space.
Below we will detail the frequency division, equipment management, over-policy and implementation time.
I. Frequency division:

(2) Hydrological radar: 402-403MHz, 9100-50MHz.
(3) Ground-based deformation monitoring radar: 15.7-17.2GHz.
6. Micro-target detection radar
Radar for small target detection (including insect, bird, and UAV detection radars, etc.): 2900-310MHz, 9000-10000MHz, and 15.7-17.2GHz.
7. Other radars
The frequency range for short detection radars and unmanned aerial vehicle-mounted radars is the 24-24.25GHz band, and the relevant requirements shall be implemented in accordance the Announcement No. 52 of the Ministry of Industry and Information Technology in 2019.
II Equipment management:
1. Model approval
The radar radio transmitting and receiving equipment shall conform to the radio frequency technical requirements listed in the standard. For the development, production or import of radar equipment domestic sale and use, the application for the type approval of the radio transmitting equipment shall be submitted to the national radio management organization.
2. Electromagnetic radiation protection requirements
Units or individuals using radar shall comply with the national regulations on environmental protection and take necessary measures to prevent the electromagnetic radiation pollution caused by the emission of radio.
III Excessive policies and implementation time
1. From January 1, 2026, the national radio management organization will no longer accept and approve the type approval application of radar transmitting equipment that does not comply with this regulation.
2. For those that have obtained the type approval certificate, the type approval certificate will not be extended after its expiration.
3. The radio management institutions at all levels shall no longer accept new applications for radar frequency use permits and radio station (site) establishment and use permits do not conform to these regulations.
4. Radar radio stations that have been set up and used in accordance with the law, after the expiration of the period of use of radio frequencies the validity period of the radio station license, if they need to continue to be used, can still apply to the radio management agency for the extension of the use of frequencies and radio stations (stations) in accordance with the law, until the original equipment is scrapped.
