Requirements for portable power banks
Taiwan has two requirements for portable power banks:
▶ Requirements for dangerous goods that passengers and crew may carry or check in on board aircraft: "Portable power banks must be carried as carry-on baggage (including personal baggage); those not exceeding 100 watt-hours are allowed on board, while those exceeding 100 watt-hours but not exceeding 160 watt-hours require airline approval, and each person may carry no more than two." This is primarily based on electrical energy (unit: watt-hour, Wh). To facilitate airline verification, it is recommended that portable power bank manufacturers add electrical energy (Wh) marking.
▶ For portable power banks with AC plug design and a rotatable, foldable, or retractable plug (hereinafter referred to as the movable blade component), when applying for BSMI certification, their safety should comply with the requirements CNS 14336-1 (2010 edition) and Section 26.3 of CNS 15767-1 (2014 edition).
The testing methods and procedures are as follows:
1. Testing Methods and Procedures: After the movable blade component undergoes 1000 repeated operation tests at a rate of 20 times per minute within its range of motion, a temperature rise test and an insulation withstand voltage test are performed under rated load conditions according to CNS 14336-1 (2010 edition).
2. Acceptance Criteria:
(A) The maximum temperature rise of the movable blade component must not exceed 35K and should comply with the electrical insulation and withstand voltage requirements of CNS 14336-1 (2010 edition) (Sections 2.9 and 5.2).
(B) After testing, live parts must not be exposed or touched (as specified in Section 2.1.1.1, Figure 2A of CNS 14336-1 (2010 edition), determined by testing finger).
(C) The blade must not be detached.
