European Union (EU) 2019/320 regulations will be soon effective

On December 12, 2018, the European Union (EU) Regulation 2019/320 activated Article 3(3)(g) of the Radio Equipment Directive (RED) 2014/53/EU. Smartphone vendors are required to demonstrate compliance with Galileo satellite, Wi-Fi and AML (Advanced Mobile Location) to facilitate selling devices on the European market from March 17, 2022.


At present, ETSI has developed the following corresponding standards to cope with the enforcement, briefly summarized as follows:


   ETSI TS 103 479 V1.1.1 2019-12: Next Generation of Emergency Calls (NG112).


   ETSI TS 103 625 V1.1.1 2019-12: Advanced Mobile Location (AML), use GNSS+Wi-Fi, already implemented in 22 countries worldwide following the publication of the first ETSI technical report ETSI TR 103 393 V1.1.1 2016-03. Outdoor (GNSS) +5 m radius, Indoor (Wi-Fi) +25 m radius accuracy.


   ETSI TS 103 246-X - GNSS based location systems: For the test, any location between 65。N and 65。S in WGS-84.

 ○  ETSI TS 103 246-1 V1.3.1 2020-10: Variously considering functional requirements;

 ○  ETSI TS 103 246-2 V1.3.1 2020-10: Reference architecture;

 ○  ETSI TS 103 246-3 V1.3.1 2020-10: Performance requirements. Clause A.3, Section A.3.2, test conducted with open sky and urban signal visibility conditions;

 ○  ETSI TS 103 246-4 V1.3.1 2020-10: Requirements for location data exchange protocols; and

 ○  ETSI TS 103 246-5 V1.3.1 2020-10: Performance test specifications. The signal strength of GAL E1bc: -127 dBm (power of data plus pilot channel); Band GAL E5a: -125 dBm.


   ETSI EN 303 413 V1.1.1 2021-04: On access to radio spectrum for Global Navigation Satellite System (GNSS) receivers; Radio equipment operating in 1,164 – 1,300 MHz and 1,559 – 1,610 MHz bands.


   ETSI TS 136 509 V16.1.0 2021-08: Assisted Global Navigation Satellite System (A-GNSS) in systems based on both the GSM/EDGE Radio Access Network (GERAN) and the UMTSTM Radio Access Network (UTRAN).
